Taking into account the individual needs of recipients of social and medical services, they are provided with specific medical services in the form of inpatient, semi-stationary and in the form of social services at home. The article examines the classification of social and medical services in all forms of public service.

The author presents an organizational system of federal, regional, municipal and market services aimed at providing prompt medical care as a way to achieve the preservation of public health in case of sudden acute diseases, conditions, exacerbation of chronic diseases that pose a threat to human life or without obvious signs of a threat to human life. Methods of providing prompt medical care are analyzed on the example of the Republic of Bashkortostan.

Comparative analysis of health systems in Russia, Kazakhstan and Germany is made in this paper. The choice of these 3 specific countries for comparison is justified by the author. The types of health care systems and their financing are described, also this paper presents a brief description of the history of the development of health care system in the Russian Federation.

The article considers the payment of medical services experience in a hospital with clinical and statistical groups, formed in the system of obligatory medical insurance of the Sverdlovsk region. Based on the analysis of statistical data shows that the use of this method of payment meets the challenges of the single-channel financing, allowing to influence the structure of hospitalization, the use of new medical technologies, the increase in operational activity and contributes to more optimal allocation of limited financial resources in the system of obligatory medical insurance.

This article describes the peculiarities of expert quality report of medical care as a mean of quality control on a modern stage of medical development in the country. Regulatory and methodical regulation of medical care testing in Russia has been analyzed and problematic aspects of its control have been found out.

In this regard the sociological research for clarification of opinion of patients on positive and negative sides of activity is conducted. Sociological survey is conducted under the questionnaires which are specially developed according to a technique of scientific research.
