In the conditions of formation of a new technological structure of the economy, it becomes necessary to more efficiently redistribute capital with the help of information and communication technologies. Integration processes in financial and telecommunication services markets allow to reduce transaction costs, increase labor productivity and quality of services. Conceptually, it is important to study the problem of creating a common information base for the functioning of infrastructure entities in the financial services market. In order to improve the effectiveness of the legal regulation mechanism in accordance with its objectives, the author's classification is proposed and the characteristics of the regimes for the legal regulation of markets for socially important services on scientifically grounded criteria are provided – the degree of state guarantees for their provision and the social significance of the social sphere.
