This article represents the research of geographical organization of high education in Russian Federation and the foundation of modern university system. In work are considered: problems and perspectives of Russian education modern changes and vectors of development, correlation with international education and modern state of this problem.

The aim of study was the establish the influence of anti-freezing structure Ecotreck on organism of mammals. Experiments were made on rats and mice. The anti-freezing structure was diluted with the distilled water, then the received solutions entered intragastrically. Within 14 days were observed a condition of animals, changes were fixed. By results of researches it has been established that «Ekotreck» belong to moderately toxic substances.

The authors of this article note that infrared drying with the selected wavelength of the oscillating mode in the wheat germ allows you to save belonging to each group of vitamins, minerals, polyunsaturated fatty acids while reducing moisture content to 13 kg/kg to 6 kg/kg and reduce the drying time.

Different monitoring methods of the academic teaching staff activity at the Department of the Perm Military Institute of the Ministry of Internal Affairs of the Russian Federation are offered in the article. The authors make conclusion about the possibility of the adventing the calculation of scientific activity of the teaching staff by an application program calculating the scientific rating.
