Specifics of actions on state target programs and projects monitoring as managerial tool are considered in article. Its difference from assessment of their quality comes to light, the role and the need of relation measurement of target audience to the held events is emphasized.

Article is devoted to the analysis of approaches to an efficiency evaluation of actions in the sphere of patriotic education, the possible structure of factors (indicators) of quantitative and high-quality nature of a separate action is offered, classification of types of actions and further steps of general system development of quality standard is planned.
