A comprehensive assessment of the results of the state program implementation of the Khanty-Mansiisk autonomous district – Yugra of the culture development in the conditions of the economic crisis was carried out. It is shown that, under the condition of planned state municipal management and regulation it is possible to implement the programs of the cultural sphere development. Despite the socio-economic crisis and the presence of unsolved problems, all-Russian and international events are being held on a high-level on the district area, it means the effectiveness of public policy in the vector of culture and development.
