The subject content of the work is domestic innovative development, the theme – scientific and technological aspects, and purpose – consideration of the determinants of the current Strategy until 2020 and prospective one – anticipated Strategy until 2030. The Methodology of work is the application of elements of system analysis (taken and expected government decisions) in the field of innovation research and technological development relating to directions, outcomes, determinants, indicators, challenges and priorities. The research is based on the general scientific method (problem statement, information-analytical generalizations, classification and analogies, analysis and synthesis, inductive-deductive approach). The results of the work consist in the formulation of scientific and technological determinants of innovative development. The application scope of the results is the strategy of innovative development until 2030. Conclusion. The strategy of innovative development until 2020 takes into account the bases of strategic planning and scientific and technological development of the country, the selected model and the tempos of innovative development take into account the world experience and domestic characteristics, aimed at parity-adapted integration into the world economy, contribute to reducing the retardation from developed countries. Step-by-step formulation of scientific and technological determinants of innovation Strategy until 2030 can be expected from the discussed draft Program «Scientific and technological development of the Russian Federation for 2019–2030». For comparative and analytical clarification of the development model (within the framework of the Strategy until 2030), it is important to display its innovative characteristics (scientific and technical novelty, satisfaction of market demand, tradability) against the background of global trends and projected features of the «road map» of the new technological mode. At the same time, the scientific and technological determinants of innovative development will definitely remain trans-parently oriented priority areas for the development of science, technology and technology, critical technologies and technological platforms. In addition, due to the multiplicative role of attracted investments in the growth of national income and employment, it seems promising to continue to remove obstacles to the development of public-private partnerships; although, in order to increase the level of technological development of the private sector and change for the better the unsatisfactory financing of R&D by business, in the foreseeable future, limited state protectionism is intended to initiate demand for innovations.

The article is devoted to the idea of a «divided audience» which was proposed by a Chinese scientist, Professor Chang Xuexin. The author outlines that at the moment, it is used as a new educational model in Chinese universities and it is considered reform of the educational process. The author comes to the conclusion that this model has changed the traditional Chinese pedagogical thought – the role of students has become dominant in teaching. It is practically confirmed by improvements in the quality of education in Chinese universities and is acute topic of discussion among teachers and scientists in China.

The article is devoted to the current problems of learning foreign language by advanced academic staff. The author outlines that academic staff learn a foreign language to upgrade their skills, therefore while teaching advanced adults it is necessary to take into consideration some peculiarities which are connected to their life and educational experience. The main advantage is in immediate application of acquired skills and knowledge. The author comes to the conclusion that, upgrading his or her skills by learning foreign language an academic becomes the unique specialist who implements innovative methods and projects.

The article is devoted to one of acute problems of studying the classical cultural heritage of the East, that is the problem of proverbs. The author took as a basis bilingual (Turkish-Arabic) dictionary «Divanu-l-lugat al-Turk» of outstanding scientist-encyclopedist of the XIth century Mahmud al-Kashgari, which gains special interest in this sense. The author outlines that, up until now, proverbs from the «Divan» have been considered separately from the paremiological text and in her opinion, this approach had a significant drawback. The purpose of the research is, firstly, to analyze each paremiological text and secondly, to identify the reasons for the recurrence of some proverbs in different contexts.

This article is related to obtaining methods for calculating the net-premium for franchise insurance certificate without taking into consideration life insurance. The theoretical foundations of such actuarial expectations are revealed, methods for calculating the mathematical expectation of a random value of insurer's loss from an event insured according to the franchise insurance certificate for gamma and logarithmically normal distributions of a random value of losses are presented, methods for statistical estimation of the mathematical expectation of a random value of the insurer's loss from an event insured in the presence of franchise insurance certificate are described in the article. The author comes to the conclusion that the obtained statistical estimation methods allow us to calculate net-premiums based on historical data without involving any known probabilistic distribution of a random value of loss from analytically specified event insured.

The author emphasizes that mathematics is one of the most important disciplines for human functioning and mathematical principles are permeated through all spheres of life and activity, making the importance of understanding these principles even greater. For proper conclusion and solution of life's problems, mathematics is more than necessary. The author comes to the conclusion that by learning mathematics, it is actually possible to train your reasoning and logic so that you can respond properly to key life problems.

The article is devoted to the consideration of methods of lean production in relation to mechanical-engineering enterprises; the main key indicators of efficiency, productivity and key performance indicators (KPI), their similarities and differences. The key performance indicators, the most preferred in the analysis and management of production at mechanical-engineering enterprises, are defined in the article.

The article considers issues of labor migration, primarily in the light of Russian-Chinese relations. The author emphasizes that quite significant experience in the development and implementation of migration policy has been accumulated in China. For modern Russia, the migration issue is also very relevant. The authors come to the conclusion that there is a need to change migration policies so that labor migration contributes to the development of the Russian labor market, and in this connection measures for mutually beneficial cooperation between China and Russia in the field of migration are proposed.

The article is devoted to the problems and prospects of mediation procedure development. The Mediation Institute has come a long way to development until it was consolidated on a legislative basis, but still far from perfect, which hinders its effective application and its tasks, in particular: to be an alternative to the judiciary, thereby reducing the burden on courts and judges, from a large the number of cases that can be resolved using the mediation procedure. The author provides an opportunity to improve the mediation procedure by introducing amendments and additions to the legislation on mediation.

This article analyzes the concept of law enforcement activity of internal affairs bodies, as well as its interconnection with judicial practice. Concrete examples of judicial practice that are directly relevant for the law enforcement acivity of internal affairs bodies are examined and the significance of these court decisions is assessed.
