The relevance of the article is due to the significance of the problem of corruption for the modern world. According to the latest United Nations estimates, the annual volume of bribes in all countries is estimated at a trillion dollars. Due to corruption, the state loses about 2.6 trillion dollars. To combat corruption, almost every country has an anti-corruption policy, which means the activities of public authorities at different levels, public organizations and citizens aimed at preventing and combating corruption. Today, the problem of conducting a truly effective anti-corruption policy is quite acute for most states. Thus, over the past decade, 154 out of 180 countries have shown negative dynamics or remained at the same level in the Corruption Perception Index. It is proved in article, that from point of numbers and new scalar work of diagonal of arbitrary rhombus it is possible to consider identical as a result of the orthogonal transformation, when lengths of vectors are measured in the same units of measuring as on sides of the rhombus. In the second part of article some class of functions is resulted: the values of the functions restore on the known positive values of the transform of Laplace. A survey conducted by the author of the article (using survey methods and in-depth interviews) of 20 experts who are highly qualified specialists in the field of counteracting ethnic conflicts, results of mass sociological research on the Cossacks, as well as an analysis of scientific works and media publications on the topic of the study allowed to determine the degree of effectiveness of the activity the main actors in the field of suppression of ethno-religious conflicts. The actions of the FSB and the National Anti-Terrorist Committee were recognized as the most effective (score "5"). The experts highly appreciated the effectiveness of the work of the National Guard and the police ("4"). Cossack organizations received an average assessment of the effectiveness of activities to suppress ethnic conflicts ("3"). Not high enough ("2") experts assess the effectiveness of the activities of voluntary people's guards and other public law enforcement formations.

In the present study the institution of complicity is considered, namely, the authors focus on the mastermind as one of the components of complicity. This type of complicity today has, from the point of view of the scientific community, quite a large number of debatable questions about its establishment as the “person behind the crime” and bringing it to criminal responsibility. Authors have tried to disclose the existing dispute and, accordingly, to offer a solution to the present controversial issues in the legal presentation of the national legislation. These judgments in scientific research could find a more effective incrimination of the positions proposed by the authors in practice.
